The Global Fund to Fight AIDS, Tuberculosis, and Malaria

The Global Fund has saved 70 million lives and returned billions to the US economy. ONE supports continued US investment in this successful public-private partnership, consistent with the longstanding 1/3 match requirement that ensures that US funds leverage robust contributions by other donors. ONE also urges Congress to require the Administration to use funds previously appropriated for the overdue US contribution to the Global Fund’s 7th replenishment (around $2 billion). ONE requests $1.533 billion for the Global Fund for FY27, which constitutes one-third of the Trump Administration’s $4.6 billion pledge to the Fund’s 8th replenishment covering the 2027-2029 period.


Gavi, the Vaccine Alliance

Gavi has vaccinated 1.2 billion children and saved more than 20 million lives. It has a proven track record of moving countries to self-sufficiency, and procures more in the US than the US spends on Gavi, making it a smart investment. Gavi has purchased over $12.5 billion of goods from U.S. companies since 2012. ONE urges Congress to continue level funding for Gavi, and to push the Administration to fulfill prior US funding commitments for Gavi from FY25 and FY26. ONE requests not less than $300M for Gavi for FY27 (FY26 enacted levels).


The President’s Emergency Plan for AIDS Relief (PEPFAR)

PEPFAR has saved 26 million lives, supporting integrated services – including prevention, testing, treatment, and health systems strengthening – that set it apart from other global efforts. Robust funding is critical next year as the US begins to make the breakthrough HIV drug Lenacapavir available in target countries, and also prepares to transition away from PEPFAR. ONE urges Congress to help ensure that the administration submits a thorough transition strategy (as required in the FY26 appropriations law) to ensure that PEPFAR’s hard-fought decades of gains are protected and that there are adequate resources for a responsible transition that does no harm to impacted communities. ONE requests not less than $4.6 billion for PEPFAR for FY27 (FY26 enacted levels).


African Development Fund

As the concessional lending arm of the African Development Bank, the Fund is an effective vehicle for American investments to promote self-reliance and growth. According to ADB estimates, every dollar the US contributes generates $10 in direct project investment. Through low-cost grants and loans, the Fund supports critical infrastructure – roads, ports and bridges – in low-income and vulnerable African countries, helping to promote stability and more prosperous partners for American trade. As a top shareholder and through its modest contributions, the US helps shape the Fund’s policies, investment priorities, and activities. ONE urges Congress to restore funding (not funded in FY26) for the African Development Fund at no less than $197 million for FY27 (the FY25 enacted level) while also ensuring that previously appropriated FY25 funds are obligated to fulfill the US commitment to the final installments of the Fund’s 16th replenishment. 


US International Development Finance Corporation (DFC)

The DFC supports private sector investments in developing countries by providing loans and other support – through a competitive selection process – that enables businesses to start projects in markets where traditional financing is difficult to secure. A net money-maker that has generated more than $700 million in US deficit reduction, the DFC is a key component of US development promotion in the world’s poorest countries, including in Africa. DFC mobilizes private capital in key sectors – infrastructure, agriculture, digital and information technology – that advance US strategic interests. At the end of FY 2025, DFC maintained an investment portfolio that totaled $43.5 billion across 103 countries with Africa representing the second largest (25%) region. ONE urges Congress to support continued funding for the DFC at not less than $983.3 million (FY26 enacted levels).


The Millennium Challenge Corporation (MCC)

Established in 2004, MCC has received strong bipartisan support from Congress and multiple Administrations for its innovative international development programs that promote sustainable economic growth through evidence-based investment in rigorously monitored assistance compacts with countries that demonstrate commitment to good governance and economic reform. For less than $1 billion in annual funding, its investments are expected to benefit nearly 400 million people across 47 countries. It has been repeatedly recognized as the world’s most transparent bilateral aid agency. ONE urges Congress to support continued funding for the MCC at not less than $830 million for FY27 (FY26 enacted levels).


International Development Association (IDA)

The concessional lending arm of the World Bank, IDA serves the world’s poorest countries with low-interest loans and grants, assisting their development toward self-sufficiency. Every $1 the US contributes catalyzes approximately $27 in additional IDA resources. Between 2012 and 2023 IDA support provided 1.18 billion people with essential health services, 117 million people with improved access to water, and 92 million people with new or improved electricity services. Since 1960, 36 countries have graduated from being supported by IDA to becoming IDA donors. ONE urges Congress to support continued funding for IDA at not less than $1.06 billion (FY26 enacted levels).
