ONE Responds to ODA provisional data for 2024

Brussels, 16 April 2025 – Whilst the EU Institutions have bucked the global trend and maintained stable investment levels, the OECD’s provisional Official Development Assistance (ODA) data for 2024 shows ODA has fallen for the first time in 5 years.

Emily Wigens, EU Director at ONE, said: “As governments retreat from commitments, the EU must step forward. The bloc’s upcoming long-term budget negotiations present a critical moment to apply the lessons of the past five years: collective action is our only effective weapon against climate devastation, health emergencies, and conflict. ODA isn’t a luxury. In today’s world it’s a strategic investment in partnerships that build resilience and shared prosperity. Stepping up with 200 billion EUR for ODA in the next long-term budget would mean Europe can simultaneously tackle urgent global challenges and strengthen its position and influence in a world in flux.”

Ndidi Nwuneli, CEO at ONE, said: “Today’s data released by OECD confirms what we had already assumed,  that aid investments have dropped 7 percent. We are not just losing ground, we are speeding downhill, with investments expected to drop by 17 percent in 2025At a time when global cooperation is under threat, we urgently need a renewed commitment to partnership, especially with African countries ready to lead the charge for progress. Without increased, smarter investments and partnerships, we are not only failing the world’s most vulnerable, but we are also undermining our shared prosperity and risking global security.”

ONE is a co-founder of the MFF Hub, an informal network that rallies efforts to increase financing for development, humanitarian help and global climate action in the next Multiannual Financial Framework – the EU’s long-term budget.

46 organization have backed a call for the EU to invest 200 billion Euros in ODA in the next MFF.
