ONE: If the G7 want Africa’s critical minerals, they need to offer more
As G7 leaders meet in Évian to discuss access to rare earths and critical minerals, the development organization ONE says Africa should be seen not simply as a source of raw materials, but as a strategic partner of the G7.
Africa holds around 30% of the world’s critical mineral reserves, including 70% of global cobalt reserves in the Democratic Republic of Congo. Yet only a small share of the value created from these resources stays on the continent, while processing and manufacturing largely happen elsewhere.
Khalil Elouardighi, France Director at ONE, says: “Most of Africa’s minerals are going to China. If the G7 wants to secure access to Africa’s minerals, it needs to come up with a more compelling offer. African countries want to build industries and create jobs. The G7 must invest not only in Africa’s mines, but in Africa’s broader economy.”
ONE stresses that China has spent years building economic infrastructure across Africa, while many G7 countries continue to view the continent mainly as a supplier of raw materials. Africa is also home to the world’s youngest and fastest-growing population. By 2030, one in five people on Earth will be African. With the right investments, this demographic growth could become a major engine for global prosperity, an asset to the G7.
ONE is calling on G7 countries to deepen their partnership with African nations by supporting local refining and battery production, investing in energy infrastructure, transport and skills, and ensuring African countries are fully involved in decisions about the future of global mineral supply chains.
