{"id":165724,"date":"2025-08-13T17:27:26","date_gmt":"2025-08-13T17:27:26","guid":{"rendered":"https:\/\/www.one.org\/us\/?p=165724"},"modified":"2025-10-07T13:21:08","modified_gmt":"2025-10-07T13:21:08","slug":"cost-of-cuts","status":"publish","type":"post","link":"https:\/\/www.one.org\/us\/stories\/cost-of-cuts\/","title":{"rendered":"Lives in the Balance: The Cost of Foreign Assistance Cuts"},"content":{"rendered":"\n<p><strong><em>Last updated on 10\/07\/2025<\/em><\/strong><\/p>\n\n\n\n<p>In moments of crisis, the stories we tell matter. The right story has the power to shape a movement, disrupt a crisis, provide comfort, community, inspiration. &nbsp;<\/p>\n\n\n\n<p>The wrong story can fuel chaos, thwart justice and progress, and cause irreparable human suffering \u2013 even loss of life. &nbsp;<\/p>\n\n\n\n<p>At ONE, we consider ourselves to be \u201cfactivists,\u201d driven not by partisan ideology but by facts and data \u2013 and a desire to use those facts and data to ensure that everyone, every where can lead a life of dignity and opportunity. &nbsp;<\/p>\n\n\n\n<p>In the wake of significant disruptions to US humanitarian and development assistance, a global trend toward reductions in foreign assistance spending, and denial from world leaders that these actions have consequences, we need to be telling the right story \u2013 that reckless cuts to lifesaving foreign assistance programs without a backup plan in place have, in fact, claimed lives \u2013 and will continue to do so unless we take action. &nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-if-u-s-a-i-d-would-be-here-he-would-not-have-died\">&#8220;<strong>If U.S.A.I.D. would be here, [he] would not have died.<\/strong>&#8221; <\/h3>\n\n\n\n<p>You might have heard accusations of \u201c<a href=\"https:\/\/abcnews.go.com\/Politics\/trump-calls-usaid-tremendous-fraud-wife-daughter-promoted\/story?id=118547473\" target=\"_blank\" rel=\"noreferrer noopener\">tremendous fraud<\/a>\u201d at USAID \u2013 that &#8220;<a href=\"https:\/\/www.whitehouse.gov\/articles\/2025\/02\/at-usaid-waste-and-abuse-runs-deep\/\" target=\"_blank\" rel=\"noreferrer noopener\">massive sums of money<\/a>&#8221; have been wasted. <\/p>\n\n\n\n<p>While no one disputes the need for common-sense reforms, these claims don&#8217;t hold up &#8211; let&#8217;s look at the real numbers.  In fiscal 2023, (the most recent year for which data is complete) the US disbursed&nbsp;<a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/02\/06\/what-the-data-says-about-us-foreign-aid\/#how-much-does-the-federal-government-spend-on-foreign-aid\" target=\"_blank\" rel=\"noreferrer noopener\">$71.9 billion in foreign assistance.<\/a>&nbsp;That\u2019s not a small number, to be sure, but it actually amounts to \u2026 less than one percent of the federal budget. And when you break that $71.9 billion down into what is spent on actual lifesaving assistance, it\u2019s an even smaller fraction of our annual spending. In fiscal year 2023, for example, the US spent a little over&nbsp;<a href=\"https:\/\/www.kff.org\/interactive\/u-s-global-health-budget-tracker\/\" target=\"_blank\" rel=\"noreferrer noopener\">$12 billion on global health.<\/a><\/p>\n\n\n\n<p>You might have also heard that \u201c<a href=\"https:\/\/x.com\/elonmusk\/status\/1896616928988324143\" target=\"_blank\" rel=\"noreferrer noopener\">no one has died<\/a>\u201d as a result of disruptions to that life-saving foreign assistance funding. (During recent testimony before Congress, United States Secretary of State Marco Rubio went as far as to <a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/05\/28\/rubio-aid-cuts-deaths-fact-checker\/\" target=\"_blank\" rel=\"noreferrer noopener\">call it \u201ca lie\u201d<\/a> to say that people have died.) &nbsp;<\/p>\n\n\n\n<p><strong>This narrative is both demonstrably false and incredibly dangerous. <\/strong>&nbsp;<\/p>\n\n\n\n<div>\n<iframe src='https:\/\/flo.uri.sh\/visualisation\/23506128\/embed' class='flourish-embed-iframe' frameborder='0' width=\"100%\" height=\"800px\"><\/iframe>\n<\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Peter<\/strong>, 10, <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/15\/opinion\/foreign-aid-cuts-impact.html?unlocked_article_code=1.4E4.H8Lx.GD39rucUfloD&amp;smid=url-share\" target=\"_blank\" rel=\"noreferrer noopener\">relied on PEPFAR<\/a> to access antiretroviral drugs to combat the HIV he contracted from his mother at birth. Under the State Department\u2019s limited humanitarian assistance waiver, only certain PEPFAR operations are permitted \u2013 leaving no room for the nuance of the AIDS epidemic in the many countries in which it persists. Peter relied on a community health worker \u2013 Moses Okeny Labani \u2013 to ensure he and other orphans received their lifesaving medicines. When that program was shut down, Peter died. &nbsp;<\/li>\n\n\n\n<li><strong>Abdo<\/strong>, an 18-month old boy suffering from acute malnutrition, was rushed to a clinic in Sudan. <a href=\"https:\/\/www.nytimes.com\/2025\/04\/19\/world\/africa\/sudan-usaid-famine.html\" target=\"_blank\" rel=\"noreferrer noopener\">The next day he was dead<\/a>.&nbsp;The USAID freeze shuttered a soup kitchen near Abdo\u2019s family\u2019s house \u2013 and more than 1,000 similar kitchens throughout the country, jeopardizing access to food for 1.8 million people. &nbsp;<\/li>\n\n\n\n<li><strong>Yamah<\/strong>, a 21-year-old mother of two, hemorrhaged while giving birth to her third child. Villagers summoned an ambulance to take her to the hospital \u2013 a service implemented by USAID to reduce maternal mortality. But in the wake of USAID\u2019s closure, there is no longer fuel for the vehicles \u2013 crews that were ready to come help Freeman were unable. Several of her neighbors started the 10 mile walk to the nearest hospital, carrying Freeman in a hammock. <a href=\"https:\/\/www.nytimes.com\/2025\/06\/21\/opinion\/waste-musk-trump.html\">She and her unborn son died on the way.<\/a><\/li>\n\n\n\n<li>Eight people in South Sudan \u2013 <strong>including five children<\/strong> \u2013 died during a <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/south-sudan-cholera-patients-died-walking-clinic-after-us-cut-aid-charity-says-2025-04-08\/\" target=\"_blank\" rel=\"noreferrer noopener\">three hour walk to seek treatment for cholera<\/a>. The foreign assistance freeze had forced their local health services to shut down. &nbsp;<\/li>\n\n\n\n<li><strong>Evan, <\/strong>age 5, and his mother <strong>Jennifer<\/strong>, <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/15\/opinion\/foreign-aid-cuts-impact.html?unlocked_article_code=1.4E4.H8Lx.GD39rucUfloD&amp;smid=url-share\" target=\"_blank\" rel=\"noreferrer noopener\">both HIV-positive and, now, both dead<\/a> \u2013 got sick after the USAID freeze disrupted their access to care. &nbsp;<\/li>\n\n\n\n<li>Basic antibiotics would have cured <strong>Omran\u2019s <\/strong>chest infection, according to physicians at his local clinic. But USAID cuts prevented the medicines from being delivered. His mother carried the 3-year-old to 11 different facilities in search of treatment. <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/06\/29\/sudan-usaid-funding-cuts-trump-musk\/\">He died in May<\/a>. &nbsp;<\/li>\n\n\n\n<li>One-year-old <strong>Gbessey <\/strong>contracted malaria in March. Normally, a community health worker would have been able to administer medicines but the closure of USAID led to the collapse of supply chains \u2013 they had no medicine for Gbessey, and neither did a nearby clinic. <a href=\"https:\/\/www.nytimes.com\/2025\/06\/21\/opinion\/waste-musk-trump.html\">He died the next day<\/a>. Now, Gbessey\u2019s mother says, his newborn brother is also sick with malaria.<\/li>\n\n\n\n<li><strong>Achol<\/strong>, 8 years old, who contracted HIV at birth, lost her ID card in January. Without it, she was <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/15\/opinion\/foreign-aid-cuts-impact.html?unlocked_article_code=1.4E4.H8Lx.GD39rucUfloD&amp;smid=url-share\" target=\"_blank\" rel=\"noreferrer noopener\">unable to access the medicine<\/a> she needed to stay alive. Following the stop-work orders, there was no longer a caseworker available to help her get a new card and get new medicines \u2013 she became sick and died. &nbsp;<\/li>\n\n\n\n<li><strong>Martha<\/strong>, 25, and <strong>Viola<\/strong>, a 28-year old mother of three, <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/15\/opinion\/foreign-aid-cuts-impact.html?unlocked_article_code=1.4E4.H8Lx.GD39rucUfloD&amp;smid=url-share\" target=\"_blank\" rel=\"noreferrer noopener\">died earlier this year<\/a>. The remote area of South Sudan did not have the infrastructure to provide antiretroviral drugs following the shut down of USAID supply lines, according to <strong>Angelina Doki<\/strong>, the community health worker who supported them. Angelina is HIV-positive herself \u2013 and her own supply of antiretorvirals is running low. &nbsp;<\/li>\n\n\n\n<li>After the USAID stop work orders in January, almost all the soup kitchens in <strong>Fatma&#8217;s <\/strong>neighborhood on the outskirts of Omdurman, Sudan closed overnight. Her 18-month-old daughter <strong>Nada <\/strong><a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/06\/29\/sudan-usaid-funding-cuts-trump-musk\/\">starved to death<\/a> in February. Her three-year-old son, <strong>Omer<\/strong>, died in March. &nbsp;<\/li>\n\n\n\n<li>11-year-old <strong>Kevin <\/strong>and his 13-year-old brother, Victor, both contracted HIV at birth from their mother, Sarah. All benefited from access to lifesaving antiretroviral drugs made possible by USAID \u2013 until stop-work orders disrupted their access to these meds earlier this year. Kevin contracted tuberculosis, which is endemic in Kenya. <a href=\"https:\/\/www.pbs.org\/newshour\/show\/how-usaid-cuts-are-impacting-the-fight-against-hiv-in-kenya\">He died in May<\/a>.<\/li>\n\n\n\n<li><strong>Yagana<\/strong>, mother of twins, brought one of her children to a Nigerian health center to be <a href=\"https:\/\/www.mercycorps.org\/blog\/human-cost-of-foreign-aid-cuts\" target=\"_blank\" rel=\"noreferrer noopener\">treated for malnutrition<\/a>. Her son was recovering under the care of the clinic \u2013 until the foreign assistance freeze shut it down. Yagana\u2019s son died four days later. &nbsp;<\/li>\n\n\n\n<li><strong>Lydia<\/strong>, 28, relied on the services of a mental health program to assist with her HIV-treatment. <a href=\"https:\/\/www.devex.com\/news\/following-pepfar-cuts-vulnerable-ugandans-are-dying-providers-say-110014\" target=\"_blank\" rel=\"noreferrer noopener\">Such services are not included under the lifesaving humanitarian assistance waiver<\/a>. Lydia stopped taking her medications following disruption to services, and died in March. &nbsp;<\/li>\n\n\n\n<li>Cholera, a waterborne disease that can kill within hours,&nbsp;is sweeping through Omdurman, Sudan. USAID had largely funded supplies that helped respond to outbreaks. <strong>Waleed<\/strong>, a soup kitchen manager, said <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/06\/29\/sudan-usaid-funding-cuts-trump-musk\/\">dozens of people in his neighborhood had died of cholera<\/a> on a single day in May\u2013 including his uncle and cousin.<\/li>\n\n\n\n<li><strong>Mariam\u2019s <\/strong>7-year-old son <strong>Babagana <\/strong>had sickle cell disease. In February, when he ran a fever, she took him to their local clinic and <a href=\"https:\/\/www.npr.org\/sections\/goats-and-soda\/2025\/05\/28\/g-s1-69186\/marco-rubio-usaid-death-sickle-cell-Nigeria\" target=\"_blank\" rel=\"noreferrer noopener\">found it closed<\/a> \u2013 a result of a USAID stop-work order. The clinic was allowed to resume work in April, but it was too late \u2013 Babagana died the very night his mother tried to take him to the clinic. &nbsp;<\/li>\n\n\n\n<li>In the city of Bo, Sierra Leone, many people living with HIV lost access to their medicines between March and May. Access has since been restored, <a href=\"https:\/\/www.nytimes.com\/2025\/06\/21\/opinion\/waste-musk-trump.html\">but not in time<\/a> for 32-year-old <strong>James<\/strong>, 39-year-old <strong>Gbossay<\/strong>, and 27-year-old <strong>Mommy<\/strong>, who died when they were not able to take their antiretroviral medicine.<\/li>\n\n\n\n<li>Pauses to funding for the U.N.\u2019s World Food Program have spiked malnutrition cases at <strong>Kakuma Refugee Camp<\/strong> in Kenya. Food rations for Kakuma\u2019s 300,000 residents have been halved and cash transfers used by residents to but proteins and vegetables to supplement rations have ceased. <a href=\"https:\/\/apnews.com\/article\/kenya-refugees-kakuma-funding-hunger-trump-8fc82dcca596ba5ef17434b0208d6b04\">15 children died<\/a> in the camp\u2019s largest hospital in May.<\/li>\n\n\n\n<li><strong>Fred<\/strong> is 6 months old but weighs just 6.6 pounds and is <a href=\"https:\/\/www.nytimes.com\/2025\/09\/20\/opinion\/trump-usaid-cuts.html\">close to death from starvation<\/a>. He lives in a settlement where the number of children with severe acute malnutrition has more than tripled in recent months. In the past, nutritionists could have helped children like Fred, providing them with a life-saving peanut powder. But the nutritionists have been laid off and the food wasted as a result of cuts. It\u2019s not clear if Fred will celebrate his first birthday.\u00a0<\/li>\n\n\n\n<li>In the Democratic Republic of Congo, 5-year-old <strong>Suza<\/strong> battled malaria, <a href=\"https:\/\/www.washingtonpost.com\/investigations\/interactive\/2025\/usaid-trump-malaria-hiv-drugs-death\/\">desperately in need of medication<\/a> that could save her life. That medication, already purchased by a U.S.-taxpayer-funded program, was seven miles away but could not reach the clinic where she was being treated because the suspension had thrown supply chains into chaos. Less than a week after her symptoms began, Suza died. <\/li>\n\n\n\n<li>Nine-month-old <strong>Mohamat<\/strong> had a fever for three days before his family took him to the closest health center in Cameroon, but it was too late. <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/babies-deaths-cameroon-show-how-us-aid-cuts-curtail-malaria-fight-2025-10-02\">He died of malaria that day<\/a>. Before the cuts, he might have been diagnosed earlier by one of more than 2,000 U.S.-funded community health workers who would travel over rough dirt roads to reach the region&#8217;s remotest villages.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-we-are-going-to-choose-now-between-food-and-drugs\">&#8220;<strong>We are going to choose now between food and drugs<\/strong>.&#8221;<\/h3>\n\n\n\n<p>You might also have heard that \u201clifesaving assistance\u201d hasn\u2019t been disrupted, that a waiver permits the continuation of humanitarian support and emergency medical care. For example, in his recent testimony, Secretary Rubio told lawmakers that <a href=\"https:\/\/x.com\/JulianPecquet\/status\/1924835873868116383\" target=\"_blank\" rel=\"noreferrer noopener\">85% of PEPFAR<\/a>, the lifesaving HIV\/AIDS program, is functioning. &nbsp;<\/p>\n\n\n\n<p>While accurate on paper \u2013 there is in fact a waiver allowing for lifesaving assistance \u2013 it is a far cry from reality for millions of people. (And, re: Secretary Rubio\u2019s statement, other analysis found <a href=\"https:\/\/www.kff.org\/global-health-policy\/fact-sheet\/the-trump-administrations-foreign-aid-review-status-of-pepfar\/\" target=\"_blank\" rel=\"noreferrer noopener\">71% of HIV-related work<\/a> has been terminated.)&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dorcas<\/strong>, 10, and her mother <strong>Theresa <\/strong>took their <a href=\"https:\/\/www.npr.org\/sections\/goats-and-soda\/2025\/04\/20\/g-s1-61227\/hiv-usaid-zambia-teenager\" target=\"_blank\" rel=\"noreferrer noopener\">last antiretroviral drugs in April<\/a>. The clinic where they usually recieve the lifesaving medication closed in January. Even after just 8-10 days, Dorcas developed a fever and chills \u2013 often one of the first symptoms after someone goes of HIV treatment as the level of virus rises and the body tries to fight it off. Theresa, now caring for her daughter, is unable to go to work. &nbsp;<\/li>\n\n\n\n<li><strong>Mary<\/strong>, a 42-year-old mother of four, has been <a href=\"https:\/\/www.npr.org\/sections\/goats-and-soda\/2025\/04\/20\/g-s1-61227\/hiv-usaid-zambia-teenager\" target=\"_blank\" rel=\"noreferrer noopener\">rationing her antiretroviral drugs<\/a> \u2013 taking them only every third day \u2013 since her local clinic closed in January. She\u2019s developed rashes and a large sore on her ankle that makes it hard to walk \u2013 meaning traveling to the nearest clinic with a medication supply could take hours. &nbsp;<\/li>\n\n\n\n<li>South Africa\u2019s <strong>National Health Laboratory Service<\/strong> found that HIV viral load testing \u2013 key to keeping track of how likely a person is to transmit HIV &#8211; <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/hiv-patient-testing-falls-south-africa-after-us-aid-cuts-data-shows-2025-05-14\/\" target=\"_blank\" rel=\"noreferrer noopener\">fell by up to 21% among key groups<\/a> between March and May, which four HIV experts said appeared to be due to the loss of U.S. funding. South Africa is the epicenter of the AIDS epidemic \u2013 1 in 5 adults are HIV-positive. &nbsp;<\/li>\n\n\n\n<li>The manufacturer of <strong>Plumpy\u2019Nut<\/strong> (a peanut-based paste that helps treat malnutrition) said the termination of transportation contracts by USAID had <a href=\"https:\/\/www.reuters.com\/world\/us-aid-cuts-leave-food-millions-mouldering-storage-2025-05-16\/\" target=\"_blank\" rel=\"noreferrer noopener\">disrupted its ability to deliver product<\/a>. &nbsp;They now have a stockpile of 5,000 tons &#8211; worth $13 million &#8211; which could feed nearly 500,000 children. 500 tons of high-energy biscuits stored at a USAID warehouse in Dubai \u2013 enough to feed 27,000 acutely malnourished children for a month \u2013 &nbsp;are set to expire in July. <\/li>\n\n\n\n<li>Plumpy&#8217;Nut helps feed children like, like 13-month-old <strong>Abukamara<\/strong>. But cuts to USAID led to delays in shipping and even cancellations of orders of the life-saving paste, much of which is made in Georgia and Rhode Island. The latter state has <a href=\"https:\/\/www.nytimes.com\/2025\/06\/18\/opinion\/hunger-trump-aid-cuts.html?smid=nytcore-ios-share&amp;referringSource=articleShare\">185,535 boxes of RUTF<\/a> (ready-to-use-therapeutic food) piled up waiting to be delivered. &nbsp;<\/li>\n\n\n\n<li><strong>Dalvin<\/strong>, 40, has tuberculosis. At an already concerning 110 pounds, he fears the disease will kill him and <a href=\"https:\/\/www.nytimes.com\/2025\/03\/11\/health\/tuberculosis-kenya-us-cuts.html\" target=\"_blank\" rel=\"noreferrer noopener\">has been desperate to be on medication to treat it<\/a>. Dalvin is one of thousands of Kenyans, and hundreds of thousands of people worldwide, who have lost access to TB treatments and testing in the weeks since the US slashed foreign assistance and withdrew funding for health programs around the globe. &nbsp;<\/li>\n\n\n\n<li>For years, Congolese women relied on U.S.-supplied antiretrovirals such as post-exposure prophylaxis kits, to prevent HIV infection after an assault. Those<a href=\"https:\/\/www.wsj.com\/world\/africa\/us-funding-cuts-aids-congo-c3c35e56?mod=africa_news_article_pos1\"> funds have dried up<\/a> as a result of USAID cuts, threatening a fresh wave of HIV cases. &#8220;Most of the women call me crying,\u201d said <strong>Noella<\/strong>, a protection officer for CARE International. \u201cThey are very worried, but we have no drugs to give them.\u201d<\/li>\n\n\n\n<li><strong>Brian, <\/strong>56,<strong> <\/strong>has been on antiretroviral drugs for 15 years, and has made a living painting houses. Since his US-funded clinic closed in early February, <a href=\"https:\/\/www.npr.org\/sections\/goats-and-soda\/2025\/04\/20\/g-s1-61227\/hiv-usaid-zambia-teenager\" target=\"_blank\" rel=\"noreferrer noopener\">he hasn\u2019t been able to refill his medication<\/a> and has grown weaker \u2013 now unable to work. He and his wife went to a nearby government clinic to get their medications refilled, but they were told they must bring their medical records in order to register as new patients. Their shuttered old clinic still contains their files. &nbsp;<\/li>\n\n\n\n<li><strong>Alice<\/strong>, 50, and her 15-year-old daughter <strong>Chichi <\/strong>are both HIV-positive. Previously, Alice was able to secure supplies of their HIV medication from a local clinic every six months but, in the wake of the foreign assistance freeze, <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/kenya-hiv-patients-live-fear-us-aid-freeze-strand-drugs-warehouse-2025-03-11\/\" target=\"_blank\" rel=\"noreferrer noopener\">the clinic is rationing drugs to a one-month supply<\/a>. Not far away from Alice\u2019s home in Nairobi, millions of doses of life-saving drugs sat on warehouse shelves, unused. &nbsp;<\/li>\n\n\n\n<li><strong>Margaret <\/strong>felt \u201cuseless\u201d before USAID began providing antiretroviral drugs to Kenyans in 2009. <a href=\"https:\/\/www.forbes.com\/sites\/christinero\/2025\/02\/28\/a-kenyan-health-worker-explains-the-toll-of-slashed-us-funds-to-fight-hiv\/\" target=\"_blank\" rel=\"noreferrer noopener\">It changed her life<\/a> \u2013 she went to college, got married, and gave birth to three HIV-negative children. Cuts to USAID have jeopardized her access to the lifesaving drugs she picks up every three months. Even if she found drugs elsewhere, she could not afford them on her stipend as a community health worker.&nbsp;<\/li>\n\n\n\n<li><strong>Evelyne\u2019s <\/strong>16-year-old son went to fetch water in June and <a href=\"https:\/\/www.reuters.com\/world\/us\/trumps-funding-cut-stalls-water-projects-increasing-risks-millions-2025-07-20\/?utm_source=semafor\">never came home<\/a> \u2013 a familiar reality to families in eastern Congo. Cuts to US assistance have stranded dozens of half-finished water and sanitation projects across the globe, creating new hazards for some of the people they were designed to benefit. Reuters has identified 21 unfinished projects in 16 countries &#8211; including Congo &#8211; leaving millions of people who were promised clean drinking water and reliable sanitation facilities on their own. Failure to complete these projects means women in some areas will have to walk for hours to collect unsafe water, children will face increased disease risk, and health facilities will be shuttered. &nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Too often, global moments are measured by lives lost \u2013 conflicts, pandemics, natural disasters. The creation of effective, accountable, and life-saving programs like <strong>PEPFAR<\/strong>, The <strong>Global Fund to Fight AIDS, Tuberculosis and Malaria<\/strong>, and <strong>Gavi<\/strong>, <strong>the Vaccine Alliance<\/strong> ushered in an era that could be measured by lives saved \u2013 lives that have now been abruptly sidelined in the name of salvaging a mere fraction (less than one percent) of the budget. &nbsp;<\/p>\n\n\n\n<p>At ONE, we believe actions speak louder than words.
