ONE also stressed that recent actions by the U.S. Congress\u00a0 threaten to reverse this progress, just as the global financial crisis hits the\u00a0 poorest of the poor around the world.<\/p>\n<p>Monday, the OECD&#8217;s Development\u00a0 Assistance Committee (DAC) released its annual summary of aid-giving by member\u00a0 countries in 2008. The preliminary figures found that\u00a0 in 2008, the United States development investments in sub-Saharan Africa percent\u00a0 rose to $7.75 billion, an increase of $1.6 billion over 2007.<\/p>\n<p>&#8220;This\u00a0 &#8216;smart power&#8217; support for the world&#8217;s poorest people has helped prevent millions\u00a0 of people from dying from diseases including AIDS and malaria, created economic\u00a0 opportunities for\u00a0 families and\u00a0 provided the chance for millions of\u00a0 children\u00a0 to go to school for the first time. ONE applauds the United States for its\u00a0 leadership in the fight against global poverty and preventable diseases,&#8221; said\u00a0 Josh Lozman, Deputy Director of Policy at ONE.\u00a0 &#8220;As the global economic crisis\u00a0 now bears down on Africa, this leadership is needed today more than\u00a0 ever.&#8221;<\/p>\n<p>ONE expressed\u00a0 concern that these recent gains could be undermined by budget proposals passed\u00a0 last week by the U.S. House and Senate Budget Committees that cut support for\u00a0 America&#8217;s global health and development initiatives.<\/p>\n<p>The FY2010\u00a0 budget blueprint passed by the Senate Budget Committee last week removed\u00a0 approximately $4 billion from President Obama&#8217;s proposed FY2010 international\u00a0 affairs budget, the portion of the budget that includes global poverty reduction\u00a0 programs. The blueprint passed by the House Budget Committee last week cut\u00a0 spending from FY2009 by $1.3 billion and removed approximately $5.3 billion from\u00a0 the president&#8217;s request. These cuts suggest that innovative, successful programs\u00a0 that support improved infrastructure , such as the Millennium Challenge\u00a0 Corporation, or access to basic lifesaving medicines, such the President&#8217;s\u00a0 Emergency Plan for AIDS Relief (PEPFAR), may not be fully funded in the next\u00a0 fiscal year.<\/p>\n<p>These\u00a0 proposed cuts also come at a time when Africa is suffering from the economic\u00a0 crisis, in the form of falling investment, exports and remittances from overseas\u00a0 workers.<\/p>\n<p>&#8220;Development\u00a0 assistance is far from the only solution to Africa&#8217;s current challenges,&#8221; said\u00a0 Lozman. &#8220;But it has a vital role to play in Africa, especially as trade and\u00a0 other forms of finance are declining. Now is not the time for the United States\u00a0 to abandon its commitments and reverse the recent gains it has supported in the\u00a0 fight against global poverty .&#8221;<\/p>\n<p>In\u00a0 the past decade, American investments coupled with increases in the\u00a0 effectiveness of aid and African leadership have led to some notable development\u00a0 successes. More than two million more people are now on lifesaving\u00a0 antiretroviral AIDS medicines, up from just 50,000 people in 2003.<strong> <\/strong>Millions more people are\u00a0 surviving malaria because of investments in simple bed nets and medicines.\u00a0 <strong>Some\u00a0 34 million more <\/strong>children in the world&#8217;s\u00a0 poorest and often most dangerous regions have been given the chance to go to\u00a0 school for the first time in recent years.<\/p>\n<p>ONE disaggregated the\u00a0 DAC figures for all donor countries to sub-Saharan Africa in order to track\u00a0 progress against specific commitments made at the Gleneagles G8 Summit in 2005.\u00a0\u00a0 ONE\u00a0 found that development assistance to sub-Saharan Africa from all 23 DAC donors\u00a0 rose in 2008 by 11 percent to $36.66 billion.<\/p>\n<p>Below\u00a0 are the G7 countries&#8217; aid allocations to sub-Saharan Africa in 2008 compared to\u00a0 2007 (measured in US$):<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The\u00a0 United States increased by $1.6 billion, or 26 percent, to $7.75 billion<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Japan&#8217;s\u00a0 increased by $938 million, or 56 percent, to $2.6\u00a0 billion<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Canada&#8217;s\u00a0 increased by $656 million, or 52 percent, to $1.91\u00a0 billion<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Germany&#8217;s\u00a0 increased by $513 million, or 15 percent, to $3.89\u00a0 billion<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The\u00a0 United Kingdom increased by $105 million, or three percent, to $4.02\u00a0 billion<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Italy&#8217;s\u00a0 decreased by $55 million, or negative four percent,\u00a0 to $1.43\u00a0 billion<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 France&#8217;s\u00a0 declined by $610 million, or negative 15 percent, to $3.54 billion<strong> <\/strong><\/p>\n<p>&nbsp;<\/p>\n<div class=\"buffer\"><\/div>","protected":false},"excerpt":{"rendered":"<p>Increased Support in 2008 for World&#8217;s Poorest People Applauded, but More Urgent Action Needed Now<\/p>\n","protected":false},"author":1,"featured_media":0,"template":"","meta":{"_acf_changed":false,"_relevanssi_hide_post":"","_relevanssi_hide_content":"","_relevanssi_pin_for_all":"","_relevanssi_pin_keywords":"","_relevanssi_unpin_keywords":"","_relevanssi_related_keywords":"","_relevanssi_related_include_ids":"","_relevanssi_related_exclude_ids":"","_relevanssi_related_no_append":"","_relevanssi_related_not_related":"","_relevanssi_related_posts":"","_relevanssi_noindex_reason":"","footnotes":""},"contributor":[],"class_list":["post-52471","one_press","type-one_press","status-publish","hentry"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.1 (Yoast SEO v27.1.1) -
