{"id":167711,"date":"2026-06-18T13:41:15","date_gmt":"2026-06-18T13:41:15","guid":{"rendered":"https:\/\/www.one.org\/us\/?post_type=one_press&#038;p=167711"},"modified":"2026-06-18T13:47:43","modified_gmt":"2026-06-18T13:47:43","slug":"sudan-crisis-congressional-action","status":"publish","type":"one_press","link":"https:\/\/www.one.org\/us\/press\/sudan-crisis-congressional-action\/","title":{"rendered":"ONE\u00a0Calls\u00a0for\u00a0Urgent Congressional\u00a0Action on Sudan\u00a0"},"content":{"rendered":"\n<p>WASHINGTON&nbsp;\u2014 Although it receives little public attention, genocidal atrocities and over three years of war in Sudan have ignited the world\u2019s largest humanitarian crisis. 150,000 people are dead, more than 14 million have been forced from their homes, nearly 34 million require humanitarian assistance, and 825,000 young children under the age of five are at risk of death from severe malnutrition.<\/p>\n\n\n\n<p><strong>Statement from Elizabeth Hoffman, the Executive Director for North America at The ONE Campaign<\/strong>:<\/p>\n\n\n\n<p>\u201cCongress\u2019s recent actions to confront the human tragedies of Sudan are welcome but incomplete. The House and Senate need to come together to negotiate final bill text for prompt passage by both chambers. A political solution is\u202frequired,\u202fand it is hard to see how one is reached without strong American leadership to\u202fconvene\u202fthe growing list of domestic and regional actors entangled in the conflict.\u201c<\/p>\n\n\n\n<p><strong>Notes to Editors<\/strong>:<\/p>\n\n\n\n<p>Earlier this month, the House Foreign Affairs Committee amended and adopted the <a href=\"http:\/\/docs.house.gov\/meetings\/FA\/FA00\/20260609\/119329\/BILLS-1191939ANSih.pdf\">U.S. Engagement in Sudanese Peace Act<\/a> (<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1939\">H.R. 1939<\/a>), introduced by Rep. Gregory Meeks (D-NY) with broad bipartisan support (<a href=\"https:\/\/foreignaffairs.house.gov\/committee-activity\/markups\/various-measures-39\">34-5<\/a>). On Wednesday, the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/4726\">Senate Foreign Relations Committee amended and approved the Preventing External Aggression and Conflict Escalation (PEACE) in Sudan Act of 2026<\/a> (S. 4726), introduced by Senators Jim Risch (R-ID) and Chris Coons (D-DE). Both bills aim to address the ongoing conflict in Sudan by, among other things: enabling the President to designate parties as Specially Designated Global Terrorists (SDGT); providing clarified sanctions authority; and encouraging stronger international cooperation to end the conflict.<\/p>\n\n\n\n<p>However, the House and Senate must both pass the same, identical bill text for it to be presented to the President to be signed into law. Thus, the committees need to negotiate a single, final text for passage by both chambers.<\/p>\n\n\n\n<p>Since violence erupted in 2023 between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF), Sudan has spiraled into chaos.\u202fMore than three years of civil war forced more than 14 million people from their homes. Credible estimates found that approximately 150,000 people died because of the war. More than half the country is facing food insecurity, creating what the United Nations calls the world\u2019s largest humanitarian crisis. Last year, the United States determined that the RSF and allied militias had committed genocide in Darfur. In April 2026, the U.S. imposed sanctions on individuals and entities involved in recruiting and deploying former Colombian military personnel to Sudan to fight for the RSF and called for a three-month humanitarian truce without preconditions.<\/p>\n\n\n\n<p>In early April, the ONE North America team traveled to Sudan alongside six journalists. The delegation traveled to Port Sudan, Khartoum, and to Al Dabbah.
