ONE’s 2016 DATA Report: A Bolder Response for a Changing World – continues in its role of tracking development assistance flows and trends for the world’s major donors. This year, it looks at development flows in the context of the refugee crisis and expanding humanitarian needs.

In order to cope with ever greater humanitarian and development needs, this year’s report reveals the devastating impact of development budgets stretched to the limit. While UN appeals continue to be just over half funded, the report details how some governments are responding to the refugee crisis by using investments intended for overseas aid to cover ‘in-donor refugee costs’ in their own country, to process those fleeing conflict and persecution. While some countries are showing that it’s possible to do both – support refugees in their own countries and increase Official Development Assistance (ODA) – other countries are diverting large proportions of their aid budgets to foot the bill. Redirecting these funds from their intended purpose means growing global needs continue to be unmet, and the cycle that causes extreme poverty continues, creating instability and risk for all.

The report calls on governments to increase aid to support both urgent humanitarian needs and long-term development to fight extreme poverty, while meeting the needs of refugees everywhere. Wherever the most vulnerable people live, they deserve protection and the opportunity to live a productive life. Furthermore, countries must implement the Grand Bargain principles they signed on to at the World Humanitarian Summit in May, including providing multi-annual funding for humanitarian support and increasing the transparency and reporting of ODA commitments. International development is our best long-term bet in foreign policy—lifting people out of poverty helps create the human security and economic prosperity needed to stop countries sliding into crisis.
