This week: <i><span style=\"font-weight: 400\">Monkeypox cases doubling every two weeks, mounting violence in northern Nigeria, a new malaria vaccine hitting the streets, and more. <\/span><\/i><\/em><\/p>\n<h2>Top stories<\/h2>\n<p><strong>Deadly plateau<\/strong>: New analysis from ONE&nbsp;<a href=\"https:\/\/www.one.org\/international\/aid-data\/oda-to-ukraine\/\">shows the considerable strain<\/a>&nbsp;the war in Ukraine is putting on ODA budgets. Global in-donor refugee costs, which donors can count as ODA, could exceed $42 billion in 2022. That would equal nearly one-quarter of total ODA spent in 2021. Aid budgets have plateaued in recent years, despite escalating costs from COVID-19, climate change, and the food security crisis. A failure by donor countries to significantly increase ODA could have devastating effects on other crucial life-saving programs and countries in need.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>WANTED: Food security<\/strong>: Now that a Ukraine-Russia deal is in place to unblock Ukraine grain exports, the next step is&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-26\/first-hurdle-for-ukraine-grain-deal-is-clearing-stuck-ships\">assuring the insurers<\/a>&nbsp;that the ships will find safe passage. That&rsquo;s no guarantee: the Black Sea is littered with mines, and Russia&rsquo;s military&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2022\/7\/23\/russia-hits-key-odesa-port-day-after-landmark-grain-deal-ukraine\">bombed the port city of Odesa<\/a>&nbsp;the day after the deal was signed. As many as 100 vessels and millions of tons of grain have been trapped in Ukraine since Russia&rsquo;s invasion, exacerbating global food prices and hunger crises. Meanwhile, in an apparent bout of amnesia, Russia&rsquo;s foreign minister&nbsp;<a href=\"https:\/\/www.nytimes.com\/live\/2022\/07\/24\/world\/ukraine-russia-war\/russias-top-diplomat-seeks-to-pin-blame-for-hunger-on-the-us-and-its-allies?smid=url-share\">tried to blame the West for food shortages<\/a>&nbsp;during a trip to Egypt, Ethiopia, Uganda, and the Republic of Congo, seemingly forgetting that his country has targeted farms, food storage facilities, and ports inside Ukraine.<\/p>\n<p><strong>Cause for concern:&nbsp;<\/strong>The WHO&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/monkeypox-emergency-could-last-months-with-window-closing-stop-spread-experts-2022-07-27\/?utm_source=Sailthru&amp;utm_medium=newsletter&amp;utm_campaign=daily-briefing&amp;utm_term=07-27-2022\">is forecasting<\/a>&nbsp;that there will be over 27,000 cases of monkeypox across 88 countries by 2 August, with case numbers doubling every two weeks. Last week, the WHO&nbsp;<a href=\"https:\/\/www.who.int\/europe\/news\/item\/23-07-2022-who-director-general-declares-the-ongoing-monkeypox-outbreak-a-public-health-event-of-international-concern\">declared<\/a>&nbsp;monkeypox a public health emergency of international concern. Particularly troubling is that transmission is not fully understood. While the current concentration of cases (mostly in Europe) is receiving widespread international attention, Africa has been dealing with outbreaks of monkeypox&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/health-62279436\">since the 1970s<\/a>, with little notice. Some experts have&nbsp;<a href=\"https:\/\/twitter.com\/DrTomFrieden\/status\/1551283061333147649\">called out<\/a>&nbsp;the hypocrisy and danger of ignoring those earlier outbreaks. Others worry that&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/health-62279436\">stigmatisation will stunt<\/a>&nbsp;the international response, with gay or bisexual men overwhelmingly affected by the current outbreak. A vaccine exists, but like with COVID-19 (which is&nbsp;<a href=\"https:\/\/theconversation.com\/do-we-care-enough-about-covid-187356?utm_source=twitter&amp;utm_medium=bylinetwitterbutton\">again on the rise<\/a>),&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/07\/23\/health\/monkeypox-pandemic-who.html\">equal access is vital<\/a>.&nbsp;<a href=\"http:\/\/dev.one.org\/africa\/issues\/covid-19-tracker\/explore-covid-response\/\">Sound familiar<\/a>?<\/p>\n<p><strong>Kidnapping spree:<\/strong>&nbsp;Kidnapping for ransom has become a&nbsp;<a href=\"https:\/\/www.instagram.com\/tv\/CgbU5cSoHyy\/?igshid=YmMyMTA2M2Y%3D\">lucrative industry<\/a>&nbsp;in northern Nigeria, where nearly 1 million people in Zamfara state have been displaced. As many as 30,000 bandits are participating in inter-tribal conflict between Hausa and Fulani. It&rsquo;s rooted in a struggle over land and water. Groups are also using violence&nbsp;<a href=\"https:\/\/www.vanguardngr.com\/2022\/07\/why-we-attack-rural-communities-bandits-reveal\/\">to air grievances<\/a>&nbsp;against the government (Zamfara state&nbsp;<a href=\"https:\/\/sphcn.ng\/\">has the worst healthcare<\/a>&nbsp;in Nigeria). Kidnapping for ransom is helping to finance violence: one gang said it received 60 million Naira (US$140,000) in ransom from the government for releasing nearly 300 kidnapped schoolgirls, and then used the money to buy more guns. Zamfara state government denies paying the ransom. One gang leader says &ldquo;<a href=\"https:\/\/www.instagram.com\/tv\/CgbU5cSoHyy\/?igshid=YmMyMTA2M2Y%3D\">I can&rsquo;t remember how many I have killed.<\/a>&rdquo; The violence has closed schools, and the state government is urging citizens to carry guns to defend themselves. Some evidence suggests that government forces have participated in some of the attacks.<\/p>\n<p><strong>AIDS aid:&nbsp;<\/strong>HIV\/AIDS is&nbsp;<a href=\"https:\/\/www.unaids.org\/en\/resources\/presscentre\/pressreleaseandstatementarchive\/2020\/march\/20200305_weve-got-the-power#:~:text=Almost%2040%20years%20into%20the,including%20eliminating%20violence%20against%20women.\">one of the leading causes<\/a>&nbsp;of death for women of reproductive age, with&nbsp;<a href=\"https:\/\/www.unaids.org\/en\">38.4 million<\/a>&nbsp;people living with HIV\/AIDS globally in 2021. The COVID-19 pandemic has hampered testing and treatment. In South Africa, service delivery&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/gaylesmith\/2022\/07\/25\/the-hivaids-battle-is-a-global-health-fight-that-we-can-win\/?sh=be4f840339d5\">fell by 40%<\/a>&nbsp;in 2021. At the 2022 AIDS Conference (happening this week in Montreal), experts are urging leaders to meet the funding needs of The Global Fund to fight AIDS, Tuberculosis and Malaria. The US has committed $6 billion of the $18 billion required over the next three years &mdash; although that needs congressional approval and could decrease if other countries don&rsquo;t deliver at least two-thirds of the total. To meet the target, France, Japan, and Germany need to&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/gaylesmith\/2022\/07\/25\/the-hivaids-battle-is-a-global-health-fight-that-we-can-win\/?sh=be4f840339d5\">increase their funding by 30%<\/a>. &#128200;<\/p>\n<p><strong>Vaccine buzz:&nbsp;<\/strong>After decades of research, a new malaria vaccine is ready to be rolled out. Mosquirix&nbsp;<a href=\"https:\/\/thehill.com\/changing-america\/well-being\/prevention-cures\/3576246-malaria-vaccine-in-clinical-trials-could-reduce-deaths-by-75-percent\/https:\/thehill.com\/changing-america\/well-being\/prevention-cures\/3576246-malaria-vaccine-in-clinical-trials-could-reduce-deaths-by-75-percent\/\">prevented cases<\/a>&nbsp;by 39% and severe cases by 29% in trials. But there might not be enough to go around. GSK, the vaccine manufacturer,&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2022\/7\/21\/who-to-roll-out-malaria-vaccine-in-africa-as-coffers-for-it-dip\">can only produce<\/a>&nbsp;15 million doses per year until 2028, far short of the estimated 80-100 million doses needed annually. Ghana, Kenya, and Malawi&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-21\/african-countries-urged-to-apply-for-malaria-vaccine-funding#xj4y7vzkg\">are set to get<\/a>&nbsp;the first post-pilot roll out of vaccines from Gavi; the WHO is urging other African countries to apply for funding from a $160 million funding pool. In 2020, nearly 500,000 children in Africa died from malaria. A different malaria vaccine that could be&nbsp;<a href=\"https:\/\/thehill.com\/changing-america\/well-being\/prevention-cures\/3576246-malaria-vaccine-in-clinical-trials-could-reduce-deaths-by-75-percent\/https:\/\/thehill.com\/changing-america\/well-being\/prevention-cures\/3576246-malaria-vaccine-in-clinical-trials-could-reduce-deaths-by-75-percent\/\">twice as effective<\/a>&nbsp;in preventing malaria is nearing the end of phase 3 trials.<\/p>\n<p><strong>Seeking redemption:<\/strong>&nbsp;French President Emmanuel Macron is&nbsp;<a href=\"https:\/\/www.france24.com\/en\/africa\/20220725-macron-embarks-on-african-visit-to-renew-relationship-with-continent\">trying to mend<\/a>&nbsp;France&rsquo;s relationship with Africa in his first-ever visit to Cameroon, Benin, and Guinea-Bissau. The&nbsp;<a href=\"https:\/\/www.rfi.fr\/en\/africa\/20220725-macron-begins-first-africa-trip-of-new-term-with-visit-to-cameroon\">mounting<\/a>&nbsp;food and economic crises, along with regional security, are top of the agenda. Colonial era tensions form the backdrop to the visit. Macron has insisted that France&rsquo;s military presence in Africa will not decline despite its troops pulling out of Mali.
