Disbursements from public and private banks are down by nearly 75%, from $3.1 billion in 2019-20 to under $775 million in the first nine months of the current fiscal year, with a growing budget deficit. This comes as aid is <a href=\"https:\/\/reliefweb.int\/report\/ethiopia\/many-children-died-way-ethiopians-flee-war-and-drought-try-and-find-aid\" target=\"_blank\" rel=\"noopener\">desperately needed<\/a>: the conflict, paired with severe drought, has caused over 2.6 million internally displaced people. The UN <a href=\"https:\/\/reports.unocha.org\/en\/country\/ethiopia\" target=\"_blank\" rel=\"noopener\">estimates<\/a> the current funding gap is $338 million.<\/p>\n<p><strong>Fueling hypocrisy:<\/strong> The war in Ukraine has exposed Europe and the US&rsquo;s <a href=\"https:\/\/www.ft.com\/content\/1e8c12fe-4823-41a1-8069-b6150876427d\" target=\"_blank\" rel=\"noopener\">continued reliance<\/a> on fossil fuel imports, despite global (and their own) calls for a transition to renewables to fight climate change. But while Europe is looking to Africa to replace its Russian oil and gas supply, development banks &ndash; including the <a href=\"https:\/\/www.scientificamerican.com\/article\/european-investment-bank-will-stop-lending-to-fossil-fuel-projects\/\" target=\"_blank\" rel=\"noopener\">European Investment Bank<\/a> and the <a href=\"https:\/\/bankwatch.org\/press_release\/european-development-bank-s-new-fossil-fuels-pledge-falls-short-of-aligning-with-the-paris-agreement\" target=\"_blank\" rel=\"noopener\">European Bank for Reconstruction and Development<\/a> &ndash; are moving away from funding fossil fuel projects on the continent. African leaders and experts have criticised the West&rsquo;s hypocrisy. Meanwhile, Egypt plans to use COP27 as an <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/may\/25\/egypt-climate-finance-top-of-agenda-cop27-talks\" target=\"_blank\" rel=\"noopener\">opportunity<\/a> to hold rich countries to account on their promises to help poor countries address climate change.<\/p>\n<p><strong>Against the grain:<\/strong> Uganda has imposed <a href=\"https:\/\/allafrica.com\/stories\/202205280193.html\" target=\"_blank\" rel=\"noopener\">restrictions<\/a> on food and grain exports, and Ghana extended a temporary export ban first issued last September as the war in Ukraine continues to threaten food security around the world. They join a <a href=\"https:\/\/www.cnbc.com\/2022\/05\/18\/countries-banning-food-exports-amid-rising-prices-inflation.html\" target=\"_blank\" rel=\"noopener\">growing list of countries<\/a> that have taken similar measures to protect domestic markets, as nearly 350 million Africans <a href=\"https:\/\/reliefweb.int\/report\/somalia\/nothing-eat-food-crisis-soaring-across-africa?utm_medium=social&amp;utm_campaign=shared&amp;utm_source=twitter.com\" target=\"_blank\" rel=\"noopener\">are impacted<\/a> by the food crisis. The effects could be dire given that large portions of Ghana and Uganda&rsquo;s exports are to other African countries. Africa already faces a <a href=\"http:\/\/dev.one.org\/africa\/issues\/covid-19-tracker\/explore-ukraine\/\" target=\"_blank\" rel=\"noopener\">supply shortage<\/a>, with close to half of its wheat sourced from Russia and Ukraine prior to the war. Meanwhile, bakers in Burkina Faso closed their shops in protest over a government ban on bread price increases.<\/p>\n<p><strong>Driving home the message:<\/strong> Residents of 26 communities in Liberia have threatened to <a href=\"https:\/\/frontpageafricaonline.com\/front-slider\/liberia-residents-of-floods-prone-communities-threaten-to-move-in-public-buildings-homes-of-govt-officials\/\" target=\"_blank\" rel=\"noopener\">move into<\/a> government buildings and officials&rsquo; homes as floods and sea erosion continue to render their own homes uninhabitable. The protest comes after inaction from the government in the face of yearly floods that cause millions of dollars in damages and claim lives each year. The leader of the protests claims corruption has led officials to ignore environmental safeguards for building and construction. Communities are calling for sustainable solutions, including a relocation plan and coastal defense project.<\/p>\n<p><strong>Gaining interest:<\/strong> In the last three months, 60 interest rate increases have been announced around the world, with experts warning of a global <a href=\"https:\/\/www.ft.com\/content\/addbf3ca-9859-47cb-bb8f-56a34aa13930\" target=\"_blank\" rel=\"noopener\">tightening<\/a> of monetary policy. While it&rsquo;s the largest number of rate hikes in over 20 years, rates remain historically low. The biggest changes are expected in the US and the UK, but the ripple effect will be felt in Africa. Kenya has now raised interest rates for the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-05-30\/kenya-surprises-with-first-rate-hike-in-seven-years\" target=\"_blank\" rel=\"noopener\">first time<\/a> in seven years to 7.5%, due to inflation, supply chain issues, and rising commodity prices.<\/p>\n<p><strong>License to kill:<\/strong> At least 300 people in Mali were <a href=\"https:\/\/www.nytimes.com\/2022\/05\/31\/world\/africa\/mali-massacre-investigation.html\" target=\"_blank\" rel=\"noopener\">killed<\/a> by Malian forces and members of the Wagner Group, a Russian paramilitary group linked to the Kremlin. According to witnesses, most of those killed were civilians, but the government has labelled the &ldquo;operation&rdquo; a success, claiming to have killed 203 terrorists. The government denied the presence of the Wagner Group, which is believed to also be operating in the Central African Republic, Libya, Mozambique, and Sudan. Meanwhile, analysts have categorised the renewed US military presence in Somalia as a <a href=\"https:\/\/allafrica.com\/stories\/202205310020.html\" target=\"_blank\" rel=\"noopener\">countermeasure<\/a> to Russia&rsquo;s growing influence in Africa.<\/p>\n<p><strong>Fast vs. slow lane:<\/strong> Development of the COVID-19 vaccine took one year &ndash; the malaria vaccine <a href=\"https:\/\/www.theatlantic.com\/health\/archive\/2022\/05\/long-wait-malaria-vaccine\/639440\/?utm_source=twitter&amp;utm_campaign=the-atlantic&amp;utm_medium=social&amp;utm_content=edit-promo&amp;utm_term=2022-05-29T12%3A01%3A57\" target=\"_blank\" rel=\"noopener\">took 35<\/a>. There were <a href=\"https:\/\/www.who.int\/data\/gho\/data\/themes\/malaria#:~:text=Malaria%20case%20incidence%20reduced%20from,by%2012%25%20compared%20with%202019.\" target=\"_blank\" rel=\"noopener\">more than 240 million<\/a> cases of malaria in 85 countries in 2020, and it <a href=\"https:\/\/ourworldindata.org\/malaria\" target=\"_blank\" rel=\"noopener\">has caused<\/a> an estimated 15 million deaths globally since 2000, with 94% of them in Africa. Developing a malaria vaccine is complicated because the virus evolves through three stages in the human body. Still, the protein used to create the vaccine was first discovered in the 1980s, but insufficient funding and attention hindered <a href=\"https:\/\/www.theatlantic.com\/health\/archive\/2022\/05\/long-wait-malaria-vaccine\/639440\/?utm_source=twitter&amp;utm_campaign=the-atlantic&amp;utm_medium=social&amp;utm_content=edit-promo&amp;utm_term=2022-05-29T12%3A01%3A57\" target=\"_blank\" rel=\"noopener\">research progress<\/a>. The contrast with the (thankfully) speedy development of the COVID-19 vaccine is&hellip; noted.<\/p>\n<p><strong>On the production line:<\/strong> The pandemic has increased opportunities for scaling up manufacturing capacity in Africa, with <a href=\"https:\/\/www.ft.com\/content\/48fa65a3-5aed-4fc3-b458-29b844b2bcb3\" target=\"_blank\" rel=\"noopener\">15 manufacturing projects<\/a> currently in the works. This could mean a <a href=\"https:\/\/www.afro.who.int\/news\/what-africas-vaccine-production-capacity\" target=\"_blank\" rel=\"noopener\">threefold<\/a> increase from existing capacity. Production capacity could be expanded beyond COVID-19 vaccines, to include local production of malaria, tuberculosis, and HIV treatments. But progress made is under risk: demand is down as &ldquo;people <a href=\"https:\/\/www.ft.com\/content\/48fa65a3-5aed-4fc3-b458-29b844b2bcb3\" target=\"_blank\" rel=\"noopener\">stopped thinking of COVID-19 vaccination<\/a> as a priority&rdquo;. Without local production, Africa faces continued reliance on richer countries in the case of another pandemic or a severe COVID-19 variant.
