This week, how war in Ukraine could impact world food prices and Tanzania&rsquo;s gas trade, the suspension of COVID-19 vaccines to Africa, and a recap of the AU-EU Summit..<\/em><\/p>\n<h2>Top news<\/h2>\n<p><strong>Of war and wheat:&nbsp;<\/strong>Russia&rsquo;s&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/europe\/putin-orders-military-operations-ukraine-demands-kyiv-forces-surrender-2022-02-24\/\">attack on Ukraine<\/a>, a major grain exporter, could have a&nbsp;<a href=\"https:\/\/foreignpolicy.com\/2022\/01\/22\/russia-ukraine-war-grain-exports-africa-asia\/\">ricochet effect on food prices<\/a>&nbsp;in low-income countries &ndash; adding&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-africa-60507209\">layers of concern<\/a>&nbsp;to the already devastating news. Russia and Ukraine provide&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2022\/2\/17\/infographic-russia-ukraine-and-the-global-wheat-supply-interactive#:~:text=Top%20wheat%20exporters%20around%20the%20world&amp;text=Ukraine%20is%20the%20fifth%20largest,of%20sales%20globally%20in%202019.\">over a quarter of the world&rsquo;s wheat supply<\/a>. Libya gets 43% of its wheat from Ukraine, and Egypt is Ukraine&rsquo;s largest importer. The concern goes beyond food supply disruptions; inflated food prices&nbsp;<a href=\"https:\/\/foreignpolicy.com\/2022\/01\/22\/russia-ukraine-war-grain-exports-africa-asia\/\">can lead to conflict and violence<\/a>. Kenyan leaders and&nbsp;<a href=\"https:\/\/www.sowetanlive.co.za\/news\/south-africa\/2022-02-24-sa-calls-on-russia-to-immediately-withdraw-its-forces-from-ukraine\/\">others<\/a>&nbsp;have criticized Russian aggression for its&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/video\/2022\/feb\/22\/kenyas-enoy-to-un-cites-colonial-past-as-he-condemns-russian-move-into-ukraine-video\">colonial undertones<\/a>&nbsp;and for&nbsp;<a href=\"https:\/\/twitter.com\/kenyamissionun\/status\/1495963864004976645?s=21\">undermining international peace and security<\/a>, at a time when the pandemic&rsquo;s health and&nbsp;<a href=\"https:\/\/twitter.com\/adam_tooze\/status\/1495771541400735746?s=20&amp;t=U5M4FTD0OHmDgZzBTIVV1w\">economic impacts<\/a>&nbsp;are already hitting low-income countries hard.<\/p>\n<p><strong>Turning to Africa:<\/strong>&nbsp;Meanwhile, the conflict could&nbsp;<a href=\"https:\/\/www.theafricareport.com\/179580\/russias-invasion-of-ukraine-to-trigger-seismic-shift-to-african-gas\/\">impact<\/a> Africa&rsquo;s oil and gas producing countries,<a href=\"https:\/\/www.theafricareport.com\/178985\/tanzania-president-samia-says-russia-ukraine-tension-an-opportunity-for-gas-sales\/?utm_source=mailing_tar&amp;utm_campaign=promo_exclu__tar_article_title_nigeria_tinubu_22_02_2022&amp;utm_medium=email&amp;utm_content=non_subs_nl_tarhttps:\/\/www.theafricareport.com\/178985\/tanzania-president-samia-says-russia-ukraine-tension-an-opportunity-for-gas-sales\/?utm_source=mailing_tar&amp;utm_campaign=promo_exclu__tar_article_title_nigeria_tinubu_22_02_2022&amp;utm_medium=email&amp;utm_content=non_subs_nl_tar\"> including<\/a>&nbsp;Tanzania. Europe is turning to Africa as it looks for alternatives to Russian gas, which makes up 35% of Europe&rsquo;s supply (<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=51258\">11 billion cubic feet<\/a>&nbsp;<em>per day<\/em>&nbsp;in 2020). The IMF projected years ago that&nbsp;<a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/scr\/2016\/cr16254.pdf\">Tanzania could be one of the world&rsquo;s largest gas exporters<\/a>&nbsp;with its estimated 57 trillion cubic feet gas reserves. A transition to African-exported gas is all the more likely with Tanzania&rsquo;s shift away from&nbsp;<a href=\"https:\/\/www.state.gov\/reports\/2019-investment-climate-statements\/tanzania\/\">laws deemed<\/a>&nbsp;too punitive towards the private sector.&nbsp;<a href=\"https:\/\/www.theafricareport.com\/179202\/russia-ukraine-how-the-war-drums-in-europe-will-echo-in-africa\/?utm_source=newsletter_tar_daily&amp;utm_campaign=newsletter_tar_daily_23_02_2022&amp;utm_medium=email&amp;utm_content=edito_full_story\">Here&rsquo;s a closer look<\/a>&nbsp;at the different ways the conflict in Europe could impact African countries.<\/p>\n<p><strong>Taking stock:<\/strong>&nbsp;The Africa CDC called for a&nbsp;<a href=\"https:\/\/www-politico-com.cdn.ampproject.org\/c\/s\/www.politico.com\/news\/2022\/02\/22\/africa-asks-covid-vaccine-donation-pause-00010667?_amp=true\">suspension of COVID vaccine dose donations<\/a>&nbsp;in the face of ongoing challenges in logistics and administration. Donations could resume in a few months. Leaders point to&nbsp;<a href=\"https:\/\/www.who.int\/publications\/m\/item\/consolidated-financing-framework-for-act-a-agency-in-country-needs\">an estimated $8.4 billion funding gap<\/a>&nbsp;&mdash; money that&rsquo;s needed to mitigate short timelines for doses delivered, the lack of equipment needed to administer doses, and the complications added by vaccine hesitancy. And let&rsquo;s not forget the need to correct our global COVID testing blindspot: The most recent studies show significant&nbsp;<a href=\"https:\/\/www.medrxiv.org\/content\/10.1101\/2022.02.14.22270934v1\">differences in real cases versus reported<\/a>&nbsp;across the continent, plus evidence of a&nbsp;<a href=\"https:\/\/blogs.worldbank.org\/africacan\/could-covid-19-deaths-kenya-be-higher-official-records\">much higher death rate in Kenya<\/a>&nbsp;than official reports indicate.<\/p>\n<p><strong>No plans to sue*:&nbsp;<\/strong>BioNTech says it has&nbsp;<a href=\"https:\/\/www.reuters.com\/legal\/government\/biontech-says-it-wont-challenge-vaccine-copying-africa-2022-02-16\/\">no plans to sue African scientists<\/a>&nbsp;for producing its vaccine. Following last week&rsquo;s announcement of plans for self contained vaccine factories in shipping containers &ndash; now set to include locally trained staff &ndash; BioNTech says its goal is &ldquo;to actively see to it that our technology is available on all continents.&rdquo; It&rsquo;s a welcome announcement, but there&rsquo;s still some fine print: CEO U&#287;ur &#350;ahin didn&rsquo;t rule out patent infringements altogether, and Pfizer, the partner firm to BioNTech&rsquo;s vaccine, has made no such promise. For now, only the Moderna vaccine&nbsp;<a href=\"https:\/\/www.politico.eu\/article\/who-copy-moderna-jab-project-democratize-vaccine-production\/\">has been successfully<\/a>&nbsp;replicated. Moderna has said it won&rsquo;t sue over patent rights &mdash; but only &ldquo;during the pandemic.&rdquo; Some rich countries are acting like it is already over.<\/p>\n<p><strong>Leading by doing:<\/strong>&nbsp;South African pharmaceutical company, Afrigen, is&nbsp;<a href=\"https:\/\/theconversation.com\/how-trying-to-copy-a-covid-vaccine-changes-the-outlook-for-african-countries-177172\">showing the leadership<\/a>&nbsp;we&rsquo;ve been waiting for. Not only will the company share insights to support&nbsp;<a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2022-02-14\/vaccine-makers-must-help-the-world-prepare-for-the-next-pandemic\">training in Brazil and Argentina<\/a>, it&rsquo;s also already&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/africa\/world-first-safricas-afrigen-makes-mrna-covid-vaccine-using-moderna-data-2022-02-03\/\">working on a more practical<\/a>&nbsp;mRNA vaccine that doesn&rsquo;t require cold chain storage &#129321;. South Africa, Egypt, Kenya, Nigeria, Senegal, and Tunisia are set to get the tech needed&nbsp;<a href=\"https:\/\/www.politico.eu\/article\/with-vaccines-centerstage-at-summit-six-african-countries-to-get-mrna-technology\/\">to develop their own mRNA vaccines<\/a>, and five other countries (Bangladesh, Indonesia, Pakistan, Serbia, and Vietnam)&nbsp;<a href=\"https:\/\/apnews.com\/article\/coronavirus-pandemic-technology-business-health-africa-8d82f366c5ad0ba9ac8586c1a10b92ea\">will receive support<\/a>&nbsp;from the South African hub. In other good news, if the Afrigen vaccine is&nbsp;<a href=\"https:\/\/theconversation.com\/how-trying-to-copy-a-covid-vaccine-changes-the-outlook-for-african-countries-177172\">bioequivalent to Moderna&rsquo;s<\/a>, long-term clinical trials won&rsquo;t be needed.<\/p>\n<p><strong>Better luck next time:&nbsp;<\/strong>Last week&rsquo;s AU-EU Summit &mdash; the first such meeting since 2017 &mdash;&nbsp;<a href=\"https:\/\/twitter.com\/ONEAftershocks\/status\/1494703543097376770\">was a mixed bag<\/a>. The EU committed &euro;100 million to support the African Medicines Agency, &euro;500 million from the European Investment Bank to strengthen health systems, and &euro;425 million on a vaccine delivery package. Good. It also announced &euro;150 billion in investment for Africa, raising alarm bells for those attuned to Brussels&rsquo; trick of repackaging money and assuming it will leverage more from private investors &mdash; what one EU official described as &ldquo;<a href=\"https:\/\/www.nytimes.com\/2022\/02\/17\/world\/europe\/europe-africa-summit-eu.html\">magical engineering<\/a>.&rdquo; The EU also&nbsp;<a href=\"https:\/\/www.one.org\/international\/press\/one-reaction-to-the-au-eu-summit-europe-ignores-african-leaders-call-on-waiving-vaccine-patents\/\">sidestepped<\/a>&nbsp;several pressing issues high on African leaders&rsquo; agenda, including progress on an IP waiver for COVID medicines, and the promised $100 billion in reallocated IMF Special Drawing Rights. The EU&nbsp;<a href=\"https:\/\/www.devex.com\/news\/the-eu-s-summit-of-magical-thinking-on-africa-102661?access_key=&amp;utm_source=nl_newswire&amp;utm_term=article&amp;utm_content=text&amp;mkt_tok=Njg1LUtCTC03NjUAAAGCuyHi7l0tv10r1UDIRuz2AREh2Cjs5Hy0TtgfIyqIShdIjh4Dp09pGxGAILfv0U-QN7O37QETgOAVn7vC4qXmc1hRsTVJaeeG1aR_60ubtZ7aFVk\">has promised<\/a>&nbsp;a tech transfer solution by spring (which would take us to&hellip; two and a half years since the pandemic began).
