{"id":22699,"date":"2016-09-26T16:06:19","date_gmt":"2016-09-26T16:06:19","guid":{"rendered":"https:\/\/www.one.org\/africa\/?post_type=one_press&amp;p=22699"},"modified":"2016-09-26T16:06:19","modified_gmt":"2016-09-26T16:06:19","slug":"one-campaign-world-leaders-must-act-now-on-crisis-in-lake-chad-basin","status":"publish","type":"one_press","link":"https:\/\/www.one.org\/africa\/press\/one-campaign-world-leaders-must-act-now-on-crisis-in-lake-chad-basin\/","title":{"rendered":"ONE Campaign: World leaders must act now on crisis in Lake Chad Basin"},"content":{"rendered":"<p class=\"p1\" style=\"text-align: center\"><span class=\"s1\"><i>49,000 children will die of starvation in northeast Nigeria by the end of the year without emergency food aid.<\/i><\/span><\/p>\n<p class=\"p1\" style=\"text-align: center\"><span class=\"s1\"><i>Emergency effort must pave path for long term solutions.<\/i><\/span><\/p>\n<p class=\"p1\" style=\"text-align: center\">\n<p class=\"p1\"><span class=\"s1\">NEW YORK&#8211; Emergency food aid and other investments are badly needed in northeast Nigeria to keep tens of thousands of children from starvation and disease, warns anti-poverty group The ONE Campaign<i>. <\/i>As<i> <\/i>world leaders gathered today for an emergency high-level meeting to address the food and malnutrition crisis in the area, <b>Bono, the lead singer of U2 and the co-founder of The ONE Campaign, commented<\/b>:<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;The world is facing multiple crises right now that are in large part symptoms of an unholy trinity: the \u2018three extremes\u2019 of extreme ideology, extreme poverty and extreme climate. Many of these crises are not getting the attention they deserve, but in Borno state in northeastern Nigeria, where I visited just a few weeks ago, they are warning that 49,000 kids will die in the next few months if emergency food aid does\u00a0not arrive. This is madness. Images are coming out of the area of children on the brink of starvation \u2013 and world leaders are standing by, refusing to provide the funds needed to avert this disaster. Of the $739 million needed, the world is 75% short and these children\u2019s lives are hanging in the balance.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Leaders gathering in New York today for the Lake Chad Emergency Appeal must step-up and provide what is needed. We must address this immediate crisis, while also paving the pathway for longer-term solutions and interventions that can stop the endless cycle of conflict and poverty \u2013 and women and girls must be at the centre of this pathway forward.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cIt\u2019s fantastic that the excellent Zainab Ahmed has just been appointed as Minister of Budget and National Planning\u00a0to drive all-of-government delivery of humanitarian relief. To succeed she will need great partners from across Naija and beyond.&#8221;<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Nigerian philanthropist and businessman Aliko Dangote, who recently hosted Bono in North East Nigeria, has also called for a \u2018Marshall Plan\u2019 scale of investment for the region to deal with the short term humanitarian crisis and the long term jobs crisis. He has contributed so far, through the Aliko Dangote Foundation, over $10 million of his own funds to provide food relief to Internally Displaced people (IDPs), and construction materials to help rebuilding efforts.<\/span><\/p>\n<p class=\"p1\"><b>Notes to Editors:<\/b><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Background on the Lake Chad emergency<\/b><\/span><\/p>\n<ul>\n<li class=\"p1\"><span class=\"s1\">The UN Office for the Coordination of Humanitarian Affairs (OCHA) in August <a href=\"https:\/\/www.humanitarianresponse.info\/en\/system\/files\/documents\/files\/nga_humanitarian_dashboard_as_of_august_2016.pdf\"><span class=\"s4\">reported<\/span><\/a> that, the overall revised Funding Requirements for the Global Humanitarian Response in Lake Chad Basin in 2016, amounts to $739 million to assist 6 million people across the four countries:<br \/>\n$484 million for Nigeria, $98 million for Chad, $85 million for Cameroon and $72 million for Niger.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">The response in 2016 remains significantly underfunded with US$ 181 million of US$ 739 million, received as of mid-September. Allocations from the Central Emergency Response Fund (CERF) in late 2015 and 2016 totaling US$ 54 million helped spearhead life-saving activities in the region.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">As a consequence, the unmet requirement for the remaining months of 2016\u00a0is $484 million for Nigeria, $72 million for Chad, $59 million for Cameroon and $44 million for Niger.<\/span><\/li>\n<\/ul>\n<p class=\"p1\"><span class=\"s1\"><b>Requirements for Nigeria<\/b><\/span><\/p>\n<ul>\n<li class=\"p1\"><span class=\"s1\">7 million people in Nigeria are in need of humanitarian assistance.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">Of these, 5.5 million are in urgent\u00a0need of protection services (2.7 million for child protection and 1.5 million for Gender Based Violence). \u00a0<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">The situation is particularly dire in Adamawa, Borno, and Yobe states, where 4.4 million people are in urgent need of food assistance, with malnourishment affecting 2.5 million children under 5 years old as well as pregnant and lactating women.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">The most recent number of Internally Displaced Persons (IDPs) stands at 2.4 million, 1.9 million of which are in Adamawa, Borno, Gombe, and Yobe states. \u00a01 million children do not have access to education, and\u00a019,000 teachers are displaced.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">Since January, donors in partnership with the government\u00a0have reached 2.4 million people with emergency primary health care in North-East Nigeria through an integrated package of nutrition, health and WASH. The Nigerian Government launched a quick response, releasing N9.8 billion in funding within a week and pledging six rounds of vaccinations in the most affected areas over the coming months.\u00a0<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">The <a href=\"https:\/\/economicconfidential.com\/2016\/05\/dangote-donates-n2bn-borno-idps\/\"><span class=\"s4\">Dangote Foundation<\/span><\/a>\u00a0and the\u00a0<a href=\"http:\/\/www.africanews.com\/2016\/08\/15\/bill-melinda-gates-foundation-donates-1m-to-boko-haram-victims\/\"><span class=\"s4\">Bill and Melinda Gates Foundation<\/span><\/a>\u00a0have funded direct interventions with the Borno State Government focused on both immediate humanitarian assistance for IDPs and land, fertilizers and improved seeds so that returning communities can farm and support themselves.\u00a0<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">De-mining efforts are also hugely important in order to make farmland safe for IDPs and returning citizens to cultivate.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">In the long-term, donors and the Nigerian government will have to rebuild the\u00a0infrastructural, educational, agricultural and health capacity of the region so people can gain a sustainable income and feed themselves.<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">The World Bank estimated that\u00a0<a href=\"http:\/\/www.statehouse.gov.ng\/index.php\/news\/news-a-z\/2100-fg-un-eu-world-bank-advance-in-planning-for-the-rebuilding-of-the-north-east\"><span class=\"s4\">US$6.7 billion<\/span><\/a>\u00a0will need to be invested in peace building, infrastructure, social services, and economic recovery to rebuild northeast Nigeria.\u00a0The government\u00a0and international community must urgently partner to\u00a0rehabilitate and expand\u00a0irrigation infrastructure, earth dams, wells, buildings and other agricultural needs that are critical to the resilience of northeast Nigeria.\u00a0<\/span><\/li>\n<li class=\"p1\"><span class=\"s1\">All these efforts need careful planning and transparent budgets, monitoring and evaluation, especially by citizens receiving the services so they can \u2018follow the money\u2019 and help ensure funds get where they are most needed.<\/span><\/li>\n<\/ul>\n<p class=\"p1\"><span class=\"s1\"><b>ONE Campaign visit to Borno, August 2016<\/b><\/span><\/p>\n<ul>\n<li class=\"p1\"><span class=\"s1\">A ONE delegation including Bono and ONE co-founder Jamie Drummond visited Maiduguri recently as guests of Aliko Dangote and Kashim Shettima, Governor of Borno.
