There is no agency within the Indonesian government that collects or publishes development assistance data. As a result, there are no available estimates on the volumes of Indonesian aid, either globally or to sub-Saharan Africa. However, an estimate by the UNDP’s Special Unit for South-South Cooperation has calculated that 15–16% of Indonesia’s total aid goes to Africa.
The little information that is available on Indonesia’s development policy indicates that the majority of its assistance is provided in the form of knowledge transfer, or ‘South-South knowledge exchanges’. The global Task Team on South-South cooperation (TT-SSC) is currently co-chaired by Indonesia and Colombia. The TT-SSC has engaged with regional organisations including the New Partnership for Africa’s Development (NEPAD), the Asian Development Bank, the Inter-American Development Bank and the Organization of American States. In preparation for the Fourth High Level Forum on Aid Effectiveness, the TT-SSC is expected to engage in the identification of good practices on South-South cooperation in the context of aid effectiveness.
Indonesia has launched some small-scale projects to enhance its relationships with African countries. For example, a partnership with Japan and ten African countries began in 2011 to institutionalise microfinance skills and knowledge in Africa.
