Director, Agriculture and Europe Policy

We hold world leaders to account for the promises made to the poorest, and we press them to support better policies and more effective aid and trade reform. We also work with leaders in Africa to support greater democracy, accountability and transparency. ONE has offices in Abuja, Berlin, Brussels, Johannesburg, London, Paris and Washington DC.

ONE is seeking a Director, Agriculture and Europe Policy to work as a key part of its Global policy team.  This management position will be responsible for providing policy analysis and writing on issues key to ONE's mission, specifically in the areas of agricultural development and broader Europe-based development policy issues.   The ideal candidate will be an experienced manager and team player, with substantial development policy work experience and an understanding of how policy change can be achieved through effective advocacy.

Location: This position will be based in one of our European offices.

Reports to: Global Policy Director

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Drive ONE's research, analysis, and policy asks across all geographic markets related to agricultural development and food security issues, including multilateral investment vehicles, risk management and other regulatory measures, humanitarian responses and food aid, and private sector investment.
  • Lead ONE's engagement with multilateral institutions and other agencies focused on agricultural development, including World Bank, IFAD, World Food Programme, FAO and the African Development Bank.
  • Manage all aspects of one or more policy issues, including research, preparing briefing materials, engaging externally with NGO partners, and working internally with other organisational teams on this issue.
  • Develop/maintain relationships with senior and working level contacts, including those in African countries, on specific policy issues and the implementation of key programs.
  • Represent ONE at meetings and conferences on specific agricultural development and Europe-specific policy topics, as needed.
  • Supervise a small global agricultural development team of policy managers and research assistants.
  • Lead broader policy engagement in the European market and serve as primary point of contact with the Europe Advocacy team; provide policy input in Europe team strategy development, and ensure that organization policy needs are met in Europe by managing assignments across all global policy staff accordingly. This will entail managerial responsibilities of several country policy managers in European markets.
  • Ensure that the Global Policy Director is aware of critical issues, moments, and strategic opportunities on key issues.

KNOWLEDGE, SKILLS AND EXPERIENCE

  • Advanced degree , preferably in agriculture or a development-related field
  • Substantial experience working on agricultural development policy in a government agency, multilateral institution, think tank, or NGO
  • Experience working on issues of development, particularly in Africa; demonstrable understanding of the links between advocacy, policy-making, legislation, and implementation of programs.
  • Ability to synthesize policy documents with any eye to key points and relevance to ONE.
  • Ability to work as part of a global team.
  • Quick turnaround research skills-must have the ability to seek out key facts and statistics that help explain complicated policy topics to broad audience.
  • Excellent research, writing, analytical, and verbal communication skills.
  • Ability to work in a fast-paced environment, with shifting priorities and occasional heavy workloads.
  • Very well-organised; proven ability to multi-task.
  • Previous work experience in Africa and/or international development.
