I prefer the collective opinion of two million members of One. We may not have all the answers, but One is stepping up to the plate to try to solve the major issues of our time. Certainly improvement can always be made in terms of effectiveness, but I believe that the United States has come a long way in measuring what programs are cost effective and what ones aren't. It would interesting to see how ONE responds to the assertion that foreign aid has been ineffective in the past in helping people it is intended to help.
