		<description>I applaud the Secretary's condemnation of the Mugabe Government and the atmosphere of brutality and intimidation it has fostered and promoted throughout the campaign.  It is my sincere hope that Tsvangirai's withdrawal from the run-off process will have the desired effect of bringing universal condemnation and action from the rest of the world community.</description>
