		<description>It is gratifying to see that members of the Senate are coming to their senses. $4.1 billion is the ANNUAL budget for these programs. The MONTHLY cost of the wars in Iraq and Afghanistan is $12 billion. $144 billion annually to &quot;build nations&quot; and kill a lot of people in the process VS $4.1 billion to save and improve lives? Hmmmmm! It seems to me that comparatively speaking $4.1 billion is still paltry.</description>
